IssuesAs the Pennsylvania General Assembly debates legislation and policy during the current 2007-2008 Legislative Session, it is very helpful to receive feedback from my constituents. By knowing your perspective on certain bills and issues, I believe that it helps me to better represent the 37th Senatorial District. Below, I have provided a listing of the legislation of which I am the prime sponsor. The table lists the bill number and a plain English summary. While there you can find the full text of these bills, bill history, votes and other information by entering the bill number in the search box. | SB 87 | Allows higher education institutions to charge active duty military personnel in-state tuition rates when they are taking courses over the Internet or through other electronic means. |
| SB 88 | Allows a child whose parents have been called or ordered to active military duty to enroll in a Pennsylvania Cyber School. |
| SB 197 | Increases the income limit for Allegheny County’s Senior Citizen Property Tax Relief program to $31,500 (up from $30,000), counting half of any Social Security income. |
| SB 198 | Expands the Educational Improvement Tax Credit program to allow Approved Private Schools (that provide special education services to public schools) and the Chartered Schools for the Deaf and the Blind to receive funding for innovative educational programming. |

Allows businesses to use losses incurred as a result of a federally-declared disaster that have not been reimbursed through insurance to offset any gains in income for tax purposes. |

Reduces the number of members in the House and Senate by 20% following the 2010 Census and redistricting; also provides for a 20% reduction in the budgets of both chambers. |

Mandates that, regardless of the manner in which they vote, voters be presented with a paper ballot that can be verified and/or corrected by them before a final vote is preserved. |

Amends the PA Election Code allowing for the maximum ratio of compensation for district election officers. |

Establishes universal insurance reimbursement rates for eye care providers and allows providers to use the optical laboratory of their choice. |

Allows municipalities to expend public money to repair private sewer laterals when doing so would provide a significant benefit to the sanitation and water management of the municipality as a whole. |

Requires out-of-state physicians who use telemedicine or teleradiology in the treatment of a patient in Pennsylvania to be licensed in the Commonwealth. |

Requires lodging establishments to conduct criminal background checks on all employees who may have access to guest room keys. |
