2005 Base Realignment & Closure (BRAC)

Evaluation Criteria and Closure Timeline

Evaluation Criteria

On February 12, 2004 Secretary of Defense Donald Rumsfeld published in the Federal Register the criteria that he will use to determine which installations and organizations will be closed or realigned.  The are a total of eight criteria listed below:

1.  The current and future mission capabilities and the impact  on operational readiness of the Department of Defense's
     (DoD) total force, including the impact on joint warfighting, training, and readiness.

2.  The availability and condition of land, facilities, and associated airspace at both existing and potential receiving locations.

3. The ability to accommodate contingency, mobilization, and future total force requirements at both existing and potential
    receiving locations to support operations and training.

4.  The cost of operations and the manpower implications.

5. The extent and timing of potential costs and savings including the number of years for the savings to exceed the costs.

6.  The economic impact on existing communities in the vicinity of military installations.

7.  The ability of both the existing and potential receiving communities' infrastructure to support forces, missions, and
     personnel.

8.  The environmental impact, including the impact of costs related to potential environmental restoration, waste
     management, and environmental compliance activities.

2005 Base Realignment & Closure Timeline
(all dates are final deadlines, required actions can happen anytime before deadlines)

1.  February 12, 2004 - The Secretary of Defense published the final criteria to be used during the process in the Federal
    Register.

2.  March 15, 2005 -  The President must transmit to Congress the proposed list of commission member names.

3.  May 16, 2005 - The Secretary of Defense must publish in the Federal Register the recommended list of bases to be
    closed or realigned.

4.  September 8, 2005 - The Commission must present its recommended list of bases to be realigned and closed to the
    President.

5.  October 20, 2005 - The Commission may submit a revised list of closures and realignment in response to the President's
    review.

6.  November 7, 2005 - The President must certify the closure and realignment list and must forward the list to Congress.

7.  Within 45 Days - Congress has 45 days from the receipt of the list to disapprove.  If no action is taken within that timeframe, the list is considered approved.  The entire list is either approved or disapproved.
